Composition
The stormwater board of appeals shall consist of the city manager, utility billing supervisor, deputy treasurer, the municipal services director, and the finance director.



Chairman
The City Manager shall be the chairman of the stormwater board of appeals.



Meeting Dates and Times
The stormwater board of appeals shall meet in the city hall within 30 days from the date of any application made to it for relief under the provisions of this article.

Appeals Authorized 
Administrative Appeals: To hear and decide appeals from any order, requirement, decision, or determination made by an
administrative official charged with the enforcement of the Zoning Ordinance. There shall be no appeal to the Zoning Board of Appeals from a decision of the Planning Commission or City Council approving or disapproving a Special Land
Use. Interpretation: To hear and decide requests for interpretation of the Zoning Ordinance and official Zoning Map. Variances: To authorize upon application in specific cases such variance from the terms of the Zoning Ordinance as will not be contrary to the public interest where, owing to special conditions, a literal enforcement of the provisions of this ordinance would result in a practical difficulty or unnecessary hardship.



Hearing
The applicant may request a hearing before the stormwater board of appeals, and in such cases, the board shall set a hearing date within 30 days of the date of application and notify the applicant thereof.

At the hearing, the stormwater board of appeals shall receive testimony and evidence provided by the applicant, the city, and/or others as the stormwater appeals board deems necessary. However, the applicant may not present additional evidence or information that was not included in the written application filed with the City pursuant to Sec. 82-166 above.



Findings
The Stormwater Board of Appeals shall make all of its decisions in writing and be signed by the individual members of the board, and such findings shall be filed with the city clerk and kept by him in a separate journal. All findings of the board shall be by a majority vote.
