The City Council is the legislative and governing body of the City of Oak Park. Under the council‑manager form of government, the City Council sets policy and adopts laws, ordinances and resolutions. The Council appoints the city manager, who oversees day‑to‑day operations and supervises city departments and staff. The Council also appoints the city attorney.
The City Council consists of a mayor, a mayor pro tem, and three council members, all elected at large.
- The mayor is elected every two years.
- The mayor pro tem is the council member who received the most votes in the most recent election.
- Council members serve staggered four‑year terms, with two seats up for election during each regular city election.

The City Council meets at 7 p.m. on the first and third Monday of each month. When a meeting date falls on a designated holiday, the meeting is rescheduled.

To qualify as a City Council member under the City Charter, a candidate must:
- Be a resident of Oak Park for at least one year immediately before the filing deadline or date of appointment.
- Be a qualified and registered elector of the city on the filing deadline or date of appointment and throughout their term.
- Be a U.S. citizen.
- Not be in default to the City of Oak Park or any other governmental unit in Michigan.
All elected and appointed officials must take the Oath of Office required by Section 2, Article XVI of the Michigan Constitution before beginning their duties.
